Noel Leung is a Partner at SPP and is an experienced strategy consultant with more than 14 years of experience working with senior leaders of organisations in Higher Education, FMCG, Agribusiness and NFP sectors. She takes an evidence based approach to solving complex problems, partnering with clients to develop pragmatic enterprise, growth and performance improvement strategies. Noel has a strong track record of delivering results for clients and brings a truly collaborative style to all engagements.

- Victorian TAFE institute: Strategic Site Options: Advised the leadership of a TAFE institute on the strategic options for re-establishing education and training services on a large, regional site, involving extensive engagement of government, industry and TAFE stakeholders
- Dual Sector University: Growth Strategy: Led a strategy development exercise for the VC and Executive Team to test the robustness of the existing strategy in responding to potential ‘shocks’ in the sector
- Dual Sector University: IT Services Review & Strategy Development: Led a review of IT Services, to assess appropriateness of IT expenditure, benchmarked against peers and corporate organisations to deliver recommendations on the appropriateness of technology investment
- Dual Sector University: ICT Strategy & Resource Framework: Developed an ICT strategy and resource allocation framework, including articulating business user requirements and developing a framework for ICT investment decision making and governance
- Tertiary Education Technology Benchmarking: Managed a tertiary education benchmarking exercise, coordinating 8 Australian universities (revenue $350m – $600m) to benchmark effectiveness of technology spend, delivery models, and planning processes. Involved engagement of CIOs across the universities to conduct survey and communicate results
- Victorian Government Agency: Strategic Review: Led the strategic review and refresh for one of Victoria’s largest government agencies, to refocus the organisation on customer experience and digitisation of service delivery
- Australian Emergency Services: Strategic Options: Led a team to engage all jurisdictions on the future strategy for Emergency Alert – Australia’s only national emergency notification capability. Engaged emergency services and stakeholders from across Australia to develop a strategy for the future of Emergency Alert, identifying potential future structural and technological options (5-10 year horizon)
- Global Alcoholic Beverage Business: Performance Improvement Program: Led the development of an organisation wide performance improvement program for a large global wine company targeting ~40% EBIT uplift over 2 year timeframe. Involved the review of operating model, project portfolios, engagement of Executive Team and reporting back to CEO to design the performance improvement program
- Australian Beverage Company: Capacity Expansion Options: Led the development of a capacity expansion strategy for a family owned beverage company with significant growth projections, including development of an NPV model to support investment decision
- Large Australian FMCG: Cost & Profitability analysis: led the development of a fully allocated profitability model to analyse EBIT performance and identify improvement opportunities across the value chain (by product, customer and geography)
- Large Australian FMCG: Pricing Strategy & Retailer Negotiation: Led a strategic pricing review of for the Dairy Beverage portfolio of a leading Dairy beverage company leading to negotiation support to significantly re-price large private label contracts with grocers
- Agricultural Industry Body: China Market Entry and Business Model Innovation: Led an engagement for an industry body to identify business model and value chain innovations to maximise industry value from Chinese market
- National Sporting Organisation: Organisational Strategy, Redesign & Implementation Planning: Led the review and redesign of a national sporting organisation to support a transition away from a federated model to an integrated model. Considered the functional requirements to deliver the strategic objectives of the organisation in order to determine structural options to optimise performance
